Lead program tainted

Feds targeting Waterbury for rule violations, no-bid deals, misused funds

The city gave about half a million dollars in federal lead-control grants to contractors in violation of federal and local purchasing rules, city records show.

About a third of that money was used to fund projects later found by an independent auditor to be marred by unnecessary, shoddy or incomplete lead-reduction work.
